Ground facts show that most Pakistanis prefer government jobs to private sector jobs. There are many reasons for this: job security, power, and social status in the community. The body is headed by the chairman who is appointed by the president. Together with the chairman there are members who are appointed by the president on advice of the Pakistan Prime minister. The secretary is a very important person in the commission as he is the one who provides a link among the commission, its secretariat and the government departments.

The commission is vested with the responsibility of undertaking interviews and test on behalf of the government in order to ensure that the various government positions are filled by the right people with the right experience and qualification.

The commission usually recruits people that fall between grade 16 and 22. Posts that are between grade 1 and 15 are outside the purview of the commission; however, the commission can recruit for these positions when advised by the government.

The main offices of Punjab public service commission are in 2-Agha Khan Road, Lahore and this is where most of the work is done. In addition to the main office, there are other two satellite offices in Multan and Rawalpindi.
